Luís Câmara Manoel

Luis was appointed by João Gomes Cravinho, Portugal's Minister of Foreign Affairs, on July 7, 2023, on recommendation of Francisco Duarte Lopes, Ambassador of Portugal in Washington, D.C. His appointment was recognized by the Department of State on September 12, 2024.

Over the span of two decades Luis has been involved in various international development efforts, and has traveled extensively throughout the African Continent, Central and Latin America, Asia, Southeast Asia, and Pacific Islands, to develop, test, and promote programs designed to overcome the most common causes of poverty.

Currently, he leads a consulting organization which supports the global humanitarian efforts of The Church of Jesus Christ of Latter-day Saints. His team is dedicated to addressing some of the challenges faced by many communities in developing nations. His work focuses on promoting and supporting maternal health, child nutrition, education, micro-entrepreneurship, access to clean water and food security, essential to improving and sustaining life. 

Earlier in his career, Luis led several organizations in the technology sector, KeyScouter.com, of which he was a founder, and later at Novell and Microsoft. He is the author of several technology publication articles. 

He earned a bachelor’s degree in international relations at Brigham Young University in Provo, Utah and a Master of Business Administration from the University of Phoenix in Seattle, Washington.

Luis is married to Angela Marie Fawson of Grantsville, Utah. They are the parents of four children.
